Article: Technology Doesn't Force Displacement: Seven Countries Show Policy Choices Determine Who Pays
Published: February 4, 2026
Author: Angela Fisher, The Open Record L3C
Methodology
Source Selection Criteria
This investigation prioritized sources in the following order:
- Official government sources: Legislative texts, regulatory documents, ministry announcements, official policy statements
- Primary reporting: Direct coverage from news organizations with reporters on the ground or with direct government/company access
- Financial analysis: Market data, analyst reports, and earnings coverage from established financial institutions
- Academic/think tank research: Policy analysis from institutions like RAND, McKinsey, and university research centers
- Company statements: Press releases, earnings calls, and official announcements from corporations mentioned
Verification Process
All factual claims were verified through multiple sources where possible. For policy details (EU AI Act, Singapore SkillsFuture, etc.), we consulted official government documentation and multiple expert analyses. Market data was cross-referenced across Bloomberg, Yahoo Finance, Morningstar, and TipRanks. Employment statistics were drawn from official government sources (BLS, China Ministry of Human Resources).
Handling Conflicting Information
When sources conflicted, we:
- Prioritized official government sources over media interpretation
- Noted discrepancies explicitly in the text when material to conclusions
- Sought additional sources to resolve conflicts
- Used conservative figures when ranges were provided
Wayback Machine Archiving
All sources have been archived using the Wayback Machine to ensure permanent access. Archive status is noted below each source. This preserves evidence of claims even if original sources are modified, paywalled, or removed.
Real-Time Market Data
Stock prices and market movements were captured on February 3-4, 2026, using real-time data from Yahoo Finance, Bloomberg, TradingView, and Morningstar. Percentage changes reflect closing prices or intraday snapshots as noted.
Limitations
This analysis acknowledges several limitations:
- India, Australia, Russia: Information on these countries' AI employment policies relies heavily on secondary reporting rather than comprehensive government documentation in English. Direct policy documents may exist that were not accessible.
- China: State media reporting may present aspirational policy rather than implemented reality. We noted this tension explicitly in the analysis.
- Market Data: Stock prices reflect investor sentiment, not necessarily fundamental business impact. We treat market reactions as signals of perceived risk, not definitive proof of actual disruption.
- Rapid Evolution: AI policy and technology evolve quickly. This analysis reflects information available through February 4, 2026.
